      A road closure on South Church Street from Cedar Street to Luter Drive in downtown Smithfield will begin January 3 and remain in effect through the end of April. The planned closure is part of the downtown beautification project and is expected shorten the overall length of the project. During the road closure, drivers coming from the Cypress Creek Bridge will be asked to use Cedar Street and Underwood Lane to gain access to Main Street, while drivers coming from the opposite direction will be routed to Thomas and Grace Streets toward Main Street. Detour signs will guide drivers through the new route. The current one-way traffic on South Church Street will be reopened to two-way traffic during the closure. According to a memorandum of understanding drawn up in 2006, the county was going to own the building once the new fire station was built. In an attempt to resolve some of the ongoing funding concerns, the Smithfield Town Council invited members of the Isle of Wight Board of Supervisors to its Fire and Rescue committee meeting last week. During soccer season, “it’s extremely dangerous. Somebody is going to back over a child,” said Gina Ippolito, who served along with several residents in prioritizing plans for Nike Park. Expanding parking was given top billing on the Nike Park master plan and the list of priorities was presented at the Jan. 19 Isle of Wight Board of Supervisors meeting. Ippolito said the Nike Park soccer program doubled in size in the past few years and that parking is “chaos.” “It’s surprising no one has been hit,” she said.     By Diana McFarland News editor Property values in Isle of Wight County continue to ease downward, according to preliminary estimates of the 2012 real estate reassessment. Housing starts have also fallen dramatically in the past five years, according to data compiled by the U.S. Census. It appears housing values will drop about one to three percent, depending on location, in 2012, said Isle of Wight County Commissioner of Revenue Gerald Gwaltney. The drop follows a three percent decline from 2008 to 2010 — the year of the county’s last reassessment. Reassessment notices are due to be sent out in April, with the new values taking effect July 1. Isle of Wight is trending with the rest of the region, which is also experiencing declining home values, according to “The State of the Region...

    By Diana McFarland News editor Isle of Wight and Surry farmers lost about 40 percent of last year’s cotton crop due to high heat, humidity and excess rain. As a result, the Isle of Wight Board of Supervisors passed a resolution Thursday allowing the county to apply for crop disaster relief. The Surry Board of Supervisors also approved a similar resolution the same night. The loss, which included more than 20,800 acres, totaled about $4.7 million for local farmers, said Isle of Wight Extension Agent Janet Spencer. The loss was based on several factors, she said. Initially, the cotton suffered from “hard lock” due to high heat and humidity, she said.     By Abby Proch Staff writer With scorching temperatures in the summer and dousing rains that continued into September, some may wonder if the drought is over. The Tidewater area is not yet in the clear, according to the National Oceanic and Atmospheric Administration. Currently, conditions are favorable but are expected to become increasingly dry. The U.S. Drought Monitor published Dec. 27 showed the Tidewater area as abnormally dry but Isle of Wight and Surry counties as normal. Abnormally dry areas are those that are in danger of becoming a drought or that have recently rebounded from one. In May, much of the Tidewater area, including Isle of Wight, entered into a moderate drought. And when rain finally came, there was too much — and much of it during the harvest period.     By Abby Proch Staff writer So far this year, there are 34 homeless students in Isle of Wight County schools. That’s up from 20 students last year. In 2008-09 and 2009-10, there were fewer than 10. Surry County schools reported no homeless students for school years dating back to 2008-09. However, since the data is collected at the beginning of the year, it does not include students that become homeless throughout the remainder of the school year. Across the state, reports of homeless students have also drastically increased. In 2008-09, the state recorded 4,901 homeless students. It has nearly doubled since that report, and this school year, the state identified 8,742 homeless students. The term “homeless” covers more than just a student without a roof over his head.     On the morning of Thursday, Dec.22 crews with the Virginia Department of Transportation (VDOT) will implement a recently rebuilt traffic signal at the intersection of Route 258 and Route 10.  The improved traffic signal has new traffic signal indications that will allow a permissive left-turn on a flashing yellow signal, thus permitting the motorist to make a left turn while yielding to on-coming traffic. Traffic signage is also installed to provide the motorist with additional information and will alert the motorist to this new traffic signal indicator.     By Diana McFarland News editor Once a key bargaining chip in the controversial Benn’s Grant development, the now deteriorating Jordan house is up for sale. The Isle of Wight Historical Society no longer wants the circa 1858 farmhouse, although it fought for its possession for more than a decade. So, rather unceremoniously, the Historical Society gave the house back to landowners Richard Turner and Henry Morgan at a meeting Jan. 25. The Historical Society doesn’t have enough money to restore it, said Society historian Carolyn Keen. Currently, there’s $37,000 in the Historical Society’s bank account. According to the Benn’s Grant proffer agreement, Turner and Morgan were to sign over the deed to the house to the Historical Society, along with $200,000 to and restore the structure ...

    By Abby Proch Staff writer A couch, tires and cabinetry were just a few bulkly items Isle of Wight officials removed from nearly 10 illegal dumpsites over the past year. Even though the county has eight convenience centers that accept all sorts of recyclable materials, illegal dumpsites continue to pop up along roadways, in resident’s yards and in the woods. Illegal dumping is taking a toll on county resources, said Christine Bruner, Isle of Wight general services employee, and Ralph Anderson, solid waste manager. When it occurs at night, as it often does, said Bruner, it’s known as “midnight dumping.” People looking to unload unwanted items take advantage of the rural setting too. “Isolated roads is where we have most of our problems,” Anderson said. Virginia Legislative Reps Propose Menhaden Extinction! Posted by DigitalDominion (2012/1/1)
Virginia State Senator Richard H. Stuart of Montross and Va. Delegate Barry Knight of Virginia Beach have filed bills for introduction in the 2012 Virginia General Assembly which could set the stage for total extinction of the Menhadden fishery in the Chesapeake. Menhadden, which form a basic foundation of the Chesapeake Bay's food chain have been increasingly subject to overfishing, and in November, 2011, the Atlantic States marine Fisheries Commission took the first steps towards establishment of science based "catch limits" to preserve the species.

The menhaden fishing industries reaction: let's move to remove all limits and make a fast buck while we can. Two bills pre-filed for introduction in the 2012 Virginia General Assembly pose a grave threat to efforts to promote Bay conservation.

Introduced by Barry D. Knight would remove the cap by removing a provision that allows an adjustment for underages or overages in the annual harvest cap to be carried over to the next year's cap limit. Currently, if a person harvests less than the 109,020 metric ton limit on taking menhaden, he can add the difference to his cap for next year's harvest. Conversely, if he exceeds the cap in any one year, he must reduce his harvest in the succeeding year by the amount of the overage of the preceding year.

Introduced by: Richard H. Stuart removes authorization for Virginia's membership in the Atlantic States Marine Fisheries Compact. The purpose of the Compact is to promote better utilization of the marine, shell, and anadromous fisheries of the Atlantic seaboard through the development of a joint program for the promotion and protection of such fisheries and by the prevention of the physical waste of the fisheries from any cause. If any state desires to remove itself from the Compact, it must send a six months' notice in writing to the member states of its intention to withdraw from the Compact.
